Mayor Mark Funkhouser’s campaign treasurer — his wife, Gloria Squitiro — acknowledged Wednesday that the couple should have kept a closer eye on how campaign funds were accounted for.
But Squitiro said it’s wrong to conclude that $80,000 is missing from the campaign’s accounts, despite a discrepancy found in spending reports revealed by The Star.
“We should have stayed on top of it and we didn’t,” Squitiro said. “That’s completely our fault.”
Squitiro added that she was certain the discrepancies would quickly be reconciled. “I know this will all come out in the wash, because there’s nothing improper,” she said.
However, Squitiro said the bookkeeping problems extend beyond the most recent report. An accountant working as a volunteer for the campaign is trying to reconcile the entire campaign’s finances, which totaled more than $390,000.
In its October report, the Funkhouser for Kansas City committee reported $94,840.78 in the bank as of Sept. 30.
But the committee’s January report to the Missouri Ethics Commission showed just $14,912.59 in the bank on Sept. 30 — a difference of almost $80,000. No explanation for the difference was offered in the report.
The new report also showed five reimbursements to Squitiro for $5,883.52.
But Squitiro said Wednesday that’s a mistake and that she didn’t receive those reimbursements. As campaign treasurer, she said she wrote only one check during that period. That check was to Funkhouser for about $2,400 for what she called legitimate campaign expenses.
The report of the five reimbursements will be among the items amended to correct that error, she said. Some of those reports may be filed as early as this week, she said.
Former Councilman Evert Asjes, who stepped down as Funkhouser’s campaign treasurer in November, said he thinks the discrepancies were simply bookkeeping problems.
“I think everything was legal and aboveboard,” Asjes said Wednesday.
He added that Funkhouser and Squitiro apparently didn’t understand how the campaign finance process worked. But Asjes acknowledged that some people may expect more from a former city auditor.
“That does put a different spin on it. Because you’d think he’d be more aware of this stuff. And he will be … he needs to be more aware,” Asjes said.
Squitiro said she and her husband didn’t pay close attention to the bookkeeping issues because they were busy with the new duties and demands of his office. “We assumed it was taken care of,” she said.
Funkhouser has said Squitiro is acting as a temporary treasurer for his campaign committee. Squitiro said they continue to look for a replacement.

They have been too busy making a mockery of the Mayor's office to worry about petty things like campaign funds.
